WESTFIELD — James Hardie Building Products is applying for a state environmental review of its plan to establish a factory and distribution center at the former National Envelope plant.

This is an early step in restarting a project that has seen little progress in the past three years. Marcus Quesenga of the Office of Government Affairs at James Hardy's U.S. headquarters in Chicago said this week that he hasn't had many details to share. He said that COVID-19 has slowed the progress of the project and the discussion is still going on.
